CHAIR'S ANNOUNCEMENT

Minutes:

Prior to the opening of the meeting, the Chair of the Authority informed Members of the Members who have either left the Authority as a result of the Local Elections, or those who have not been re-appointed for the 2016/17 Municipal Year by their respective Councils. Members were informed that all Members leaving the Authority would be invited to attend the AGM on 14th June 2016 and be presented with a small gift in recognition of their service to MFRA. 

 

Members were informed that seven new Members would be joining the Authority at the AGM on 14th June 2016; and advised that due to the significant number of new Members a Strategic overview session would be arranged for the morning of 30th June 2016, prior to the full Authority Meeting. Members were advised that the session would be open to all Members to attend, should they so wish.

Preliminary Matters

The Authority is requested to consider the identification of:

 

a)  declarations of interest by individual Members in relation to any item of business on the Agenda

 

b)  any additional items of business which the Chair has determined should be considered as matters of urgency; and

 

c)  items of business which may require the exclusion of the press and public during consideration thereof because of the possibility of the disclosure of exempt information.

 

Minutes:

The Authority considered the identification of any declarations of interest, matters of urgency or items that would require the exclusion of the press and public due to the disclosure of exempt information.

 

Members Resolved that:

 

a)    The following Members declared an interest in relation to Agenda Item 5 on the Agenda, “Disposal of Allerton Fire Station”, due to being Councillors appointed by Liverpool City Council.

 

·         Cllr Hanratty

·         Cllr Brennan

·         Cllr Sullivan

·         Cllr Murray

·         Cllr J. Roberts   

 

b)  no additional items of business were determined by the Chair to be considered as matters of urgency; and

 

c)    The following items of business required the exclusion of the press and public during consideration thereof because of the possibility of the disclosure of exempt information:

 

·         Agenda Item 3 – “Part 2 – EXEMPT Minutes of the Previous Meeting” due to containing EXEMPT information by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.

 

·         Agenda Item 5, “Disposal of Allerton Fire Station” due to the report containing EXEMPT information by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972

Part 2 - EXEMPT Minutes of the Previous Meeting

The Part 2 – EXEMPT Minutes of the previous meeting of the Authority, held on14th April 2016, are submitted for approval as a correct record and for signature by the Chair.

 

These Minutes contain EXEMPT information by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.

 

Minutes:

The Exempt minutes of the Authority Meeting held on 14th April 2016, were approved as a correct record and signed accordingly by the Chair.

To consider Report CFO/041/16 of the Monitoring Officer, concerning work undertaken by the appointed Lead Members and Member Ambassadors during 2015/16.

Members considered report CFO/041/16 of the Monitoring Officer, concerning work undertaken by the appointed Lead Members and Member Ambassadors during 2015/16.

 

Lead Members and Member Ambassadors confirmed and unanimously agreed that these roles were useful and effective in allowing Members to make informed decisions.  Members then thanked the Supporting Officers for their hard work and commitment to ensuring Members are kept well informed.

 

The excellent work undertaken by the Authority with regard to Equality and Diversity was highlighted to Members and they were informed that our work in this area has been brought to the attention of the Home Secretary.

 

Members were also thanked for their attendance at various Youth Engagement Events; and were encouraged to support young people by continuing to attending these events in the future.

 

Members extended further thanks to the Chair of the Authority for facilitating the involvement of Members in the work of the Authority.

           

Members Resolved that:

 

a.    The feedback provided by the Lead Members and Member Ambassadors in relation to their involvement in their respective roles for 2015-16, be noted.

b.    The value of continuing with the current Lead Member and Member Ambassador roles for the coming Municipal Year, be noted.

c.    The continuation of the current Lead Member and Member Ambassador roles be agreed.

 

d.    Consideration of the appointments for 2016-17 be undertaken and appointments to these roles be formally agreed at the Annual General Meeting on 14th June 2016.

 

 

 

5.

DISPOSAL OF ALLERTON FIRE STATION

To consider Report CFO/042/16 of the Deputy Chief Fire Officer, concerning the sale of Allerton Fire Station.

 

This Report contains EXEMPT information by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.
