In agreement wit the Chair, the Authoirity may make arrangements for the discharge, in urgent circumstances, of functions of the Authority, by appointing an Urgency Committee of no fewer than 3 voting Members.

Matters approved by the Urgency Committee shall be reported to the next full Authority meeting giving reasons for the urgency and this shall be recorded in the minutes.
